Legal framework

The legal framework between Romania and the U.S. is complex covering many areas of cooperation and constantly updated, in accordance with the bilateral or international developments. The legal framework is made up of bilateral treaties and agreements at both governmental and agency level.

Some of the bilateral treaties and agreements between the Romanian and American governments of Romania and the U.S. arranged in chronological order:  

  •  Protocol to the U.S. - Romania Extradition Treaty (signed in Bucharest on September 10, 2007; entered into force on May 8, 2009)

  •  Agreement between the Governments of Romania and the United States of America concerning the U.S. military forces in Romania (the Access Agreement) (signed on December 6, 2005, entered into force on July 21, 2006)

  •  Additional Protocol to the bilateral Treaty on the mutual promotion and protection of investments (signed in Brussels on September 22, 2003, entered into force on February 9, 2007)

  •  Agreement between the Governments of Romania and the United States of America on the statute of U.S. military forces in Romania (signed in Washington on 30 October, 2001)

  •  Agreement between the Governments of Romania and the United States on the education and scientific exchanges managed by the Fulbright Romanian American Commission (signed in Bucharest on October 26, 2000)

  •  Treaty between Romania and United States of America on legal assistance in criminal matters (signed in Washington, on April 26, 1999)

  •  Agreement between the Governments of Romania and the United States of America on scientific and technological cooperation (signed in Washington on July 15, 1998, entered into force on April 5, 2000)

  •  Agreement between the Governments of Romania and the United States of America on mutual assistance between their customs administrations (signed in Washington on July 15, 1998, entered into force on June 1, 1999)

  •  Agreement of cooperation between the Governments of Romania and the United States of America on peaceful application of nuclear power (signed in Washington on July 15, 1998, entered into force on August 25, 1999)

  •  Agreement between the Governments of Romania and the United States of America on air transportation (signed in Washington on July 15, 1998, entered into force on August 19, 1999)

  •  Agreement between the Governments of Romania and the United States of America on countering the proliferation of weapons of mass destruction and promoting defense and military relations (signed in Washington on March 30, 1998)

  •  Agreement between the Governments of Romania and the United States of America on assistance programs in economic, technical and other related fields (signed in Bucharest on October 24, 1995, entered into force on November 1, 1996)

  •  Agreement between the Governments of Romania and the United States of America on protecting and preserving the cultural heritage (signed in Bucharest on July 8, 1992, in effect as of its conclusion date)

  •  Bilateral Treaty between Romania and the United States of America on the mutual promotion and protection of investments (signed in Bucharest on May 28, 1992, entered into force on January 15, 1994)

  •  Agreement between the Governments of Romania and the United States of America on the mutual trade relations (signed in Bucharest on April 3, 1992, entered into force on November 8, 1993)

  •  Agreement between the Governments of Romania and the United States of America on the Peace Corps Programs developed in Romania (signed in Washington, DC on January 24, 1992, in effect as of its conclusion date)

  •  Agreement between the Governments of the Socialist Republic of Romania and the United States of America regarding the cooperation in the fields of culture, education, science and technology (signed in Bucharest on December 13, 1974)

  •  Convention between the Governments of the Socialist Republic of Romania and the United States of America with respect to taxes on income (double taxation avoidance) (signed at Washington on December 4, 1973, entered into force on February 26, 1976)
