Iulian Buga, Ambassador Extraordinary and Plenipotentiary of Romania to the United States of America
Iulian Buga assumed his duties as Ambassador of Romania to the United States in November 2013. He came to Washington from Dublin, where he held the position of Ambassador of Romania to Ireland from 2009 to 2013.
During the Irish tenure, along with significantly strengthening and expanding the bilateral partnership between the two countries in the political, economic, academic, and cultural fields, he campaigned successfully for liberalizing the Irish labor market for Romanians well in advance of the European Union’s deadline.
In 2001, he was appointed as Ambassador to the Kingdom of The Netherlands, heading the Romanian mission there until 2007. Some of his major achievements were related to the negotiations on Romania’s crucial membership to the European Union.
During the same timeframe, Ambassador Buga also served as Permanent Representative to the Organization for the Prohibition of Chemical Weapons, where, among other duties, he chaired the Organization’s Committee of the Whole between 2005-2006.
A career diplomat of over 24 years, currently holding the diplomatic rank of Ambassador, Iulian Buga served in various positions within the Ministry of Foreign Affairs in Romania and in the Romanian External Foreign Service. Between 2007 and 2009 he served as Deputy Minister – State Secretary for Political and Strategic Affairs. He also headed the Directorate for North America, after serving as diplomat with the Embassy of Romania in Washington, Consul General a.i. in Los Angeles, Deputy Director of the Protocol Department. During his first mission in Washington (1994-1997) he was instrumental in Romania’s successful Most Favored Nation Clause campaign, the first step towards today’s Romania – U.S. Strategic Partnership for the 21st century.
A graduate of the Polytechnic University of Bucharest, he earned several post graduate degrees in management, marketing, computer sciences and diplomacy in Romania and abroad. He holds an MA with Distinction in International Relations and Diplomacy from Westminster University, London.
Iulian Buga was awarded by HM Queen Beatrix of The Netherlands the Dutch order of “Orange Nassau”, class of “Knight of Grand Cross”. He is a knight of the Romanian National Order “Faithful Service”, and a receiver of the Romanian “Diplomatic Order”. The Patriarch of the Romanian Orthodox Church awarded him the order of “The Orthodox Patriarchal Golden Cross”.
Ambassador Buga and his wife, Mihaela, have a daughter, Irina.
